Proposition 47, also known as the Safe Neighborhoods and Schools Act, downgraded theft of goods under $950 from felonies to misdemeanors. Critics argue that this policy has emboldened criminals to shoplift without fear of significant consequences. The state has seen an increase in brazen thefts, with San Francisco and Oakland ranking as the second hardest-hit metropolitan area by theft, only behind Los Angeles.

Retailers are grappling with these challenges, with some closing down stores or raising prices in response to theft. Many believe that this legislation has done more harm than good, and are calling for a reevaluation of Proposition 47 to protect local businesses and communities.
